I ordered a taxi 472 baht this included a 120 baht promotion. However, on arrival the driver asked for 592-the full price. There were no traffic jams and the driver said he followed the Bolt app route. I paid the fare but i am taking the issue up with Bolt. Has this happened to anyone else?

It sounds like you ordered a Bolt Taxi which is variable dependant on conditions, and maybe just a coincidence it was the same as the non-discounted price.  You should have ordered a Bolt, Bolt Basic, Bolt Comfort etc of you wanted a fixed price.

Yes. The Bolt support told me that taxis must use the meter and that is the price i pay? However, they are still looking into the problem.

Where was this? Bangkok or Phuket? Bolt fares are normally 60 or 70 baht elsewhere

Grab is so much easier. All the promos are always applied. Never had issue with this app on over 5 years and if there was 1 or 2 issues they refunded.

Bolt is cheaper in most cities.

I have just been messaged by Bolt support. They are going to refund the 120 baht i was overcharged by and they will discipline the driver for his behavior.

Your phone will show the net price. Show to driver and pay that.
