Thailand Reactivates Key Air Traffic System Over Afghan Airspace

In a significant move, the Aeronautical Radio of Thailand (Aerothai) announced the revival of the Bay of Bengal Cooperative Air Traffic Flow Management System, commonly known as Bobcat. This system, paused in 2021 due to the closure of the Kabul Area Control Centre amidst Afghanistan's political upheaval, is once again operational.

The Bobcat system plays a crucial role in coordinating flights over Afghan airspace on their way to Europe and North America. Its reactivation comes as a response to the stabilisation in the region, allowing for more efficient air traffic management. Acting Aerothai President, Surachai Nuprom, emphasised the importance of this system in optimising flight operations.

Bobcat’s main function is to streamline Air Traffic Flow Management (ATFM). It assigns flights the best possible route, altitude, and entry time — known as an ATFM slot — as they prepare to enter Afghan airspace. This system calculates optimal take-off times from departure airports, ensuring a smooth and orderly flow of air traffic.

Airlines must connect with the Bobcat system to select their ATFM slots or request adjustments if operational changes occur. This method aims to minimise inefficiencies such as holding patterns, which often result in unnecessary fuel consumption and delays.

Mr Surachai highlighted that the coordinated approach of Bobcat could significantly enhance air travel safety and efficiency. By reducing the need for holding patterns, the system helps airlines conserve fuel and lower emissions. This environmentally friendly aspect is increasingly important in an industry striving for sustainability.

Moreover, the improvement in scheduling and traffic flow could lead to fewer delays, enhancing passenger satisfaction and operational reliability.

The Regional and Global Impact

The reactivation of Bobcat marks a step forward for Thailand’s aviation sector and regional collaborators. By coordinating with neighbouring countries and international aviation bodies, Aerothai aims to ensure seamless integration and the safe passage of overflying aircraft.

This decision is expected to positively impact airlines that operate routes crossing Afghan airspace, such as carriers from Asia-Pacific to Europe and North America. As global air traffic gradually returns to pre-pandemic levels, systems like Bobcat are more critical than ever to maintain safe and efficient skies.

While the reactivation of Bobcat is welcomed, challenges remain. Political stability in Afghanistan, as well as the maintenance of Afghan airspace infrastructure, will continue to be monitored closely. The successful application of Bobcat relies on ongoing regional cooperation and timely data exchange between involved parties.

Aerothai and its partners are set to remain vigilant, ready to adapt to any changes in the geopolitical landscape that might affect the system’s operations. Continuous evaluation and upgrades to the Bobcat system will ensure its resilience and robustness.

The return of the Bobcat system marks a promising development in international aviation. It showcases Thailand’s commitment to enhancing global connectivity, safety, and environmental responsibility. As flights once more traverse Afghan skies with greater predictability and efficiency, the collaborative efforts behind Bobcat stand as a testament to the power of international cooperation in overcoming complex challenges.
