It takes 60 votes to block a filibuster. It takes 51 votes to pass bill.

 

If the majority proposed a bipartisan bill it doesn't need 60 votes.

Correct so, unlike in the House, the majority (currently Republicans) are required to reach an agreement with the minority. Where is that negotiated agreement? Can’t just pass with , “ our way or the Highway”. Frustrating Republicans … as they have been told not to negotiate by trump.  Him going so far as to tell Republican Senators to get ride of the filibuster (the need to get 60 votes thus requiring some Democrat support).

Sadly the short answer to your reasonable question is the same as that for the UK: because the electoral system is utterly screwed up and not fit for purpose in the high-tech, instant communication, global 21st century.

 

The US system was brought in in the 18th century, the UK early 19th century. Back then they were great leaps forward in the enlightenment, democracy and the rule of law. 

 

Today ... not so much 555. They would have to be reformed first to get a genuinely democratically elected government in place, representing over 50%, which is the precondition for tackling the real needs of the people. Decent health care anyone?

 

But maybe the US is happy with its Putinesque dystopia and the military on the streets already like Northern Ireland in the 70s?
