Thailand-Cambodia Border Fence Enters Third Stage

Thailand's construction of a border fence along its boundary with Cambodia in the provinces of Chanthaburi and Trat has reached the third of five planned stages. This development follows approval from the Joint Commission on Demarcation for Land Boundary (JBC) for a technical survey and marking of the border line. The project is supervised by the Chanthaburi and Trat Border Defence Command under the Royal Thai Navy, advancing after Thai JBC chief Prasat Prasatwinijchai and his Cambodian counterpart signed the Technical Instruction endorsement.

 

The JBC has structured the fence construction into five main stages, beginning with certification of the boundary line where markers Nos. 52–59 have been confirmed as the official demarcation. A technical sub-committee was formed to oversee the process. The second stage involved revising technical instructions developed jointly by the Royal Survey Department and Thai-Cambodian teams, ensuring the survey defines the fence line according to the recognized boundary.

 

In the current third stage, the Thai-Cambodian survey team is utilizing satellite technology, including GPS/GNSS, to map a precise line between boundary markers. Temporary markers will be set every 50 to 100 meters, and drones are deployed for aerial mapping to produce detailed charts for both temporary and permanent positions. This stage is estimated to conclude within 10 to 15 days, subject to terrain conditions, before further confirmation by the Joint Technical Sub-Committee and the JBC paves the way for the next phase.

 

Looking ahead, the fourth stage will involve drafting a memorandum of understanding (MoU) by the Defence Ministry, Royal Thai Navy, JBC, and Interior Ministry. This MoU will ensure the construction aligns with previously established agreements, including the 1907 border accord and a 2000 MoU between Thailand and Cambodia. The final stage will see the physical construction of the fence by a joint Thai-Cambodian team.
