I may have worded that last Question questionably..What I meant was: Can I get a double entry tourist visa (180 days with extentions and both entries) upon arrival or do I need to get that before leaving U.S.???????

You have to get in the USA. before you come.

Is the new deal upon arrival a sixty day tourist visa instead of the old 30 day visa? I haven't been there for several years but am retiring there and will convert to the retirement visa while there as there are less requirements doing that there.

Entry without visa is still 30 days for US Passports. And it is limited to 90 days in any six month period.

For retirement extension of stay you will require a non immigrant visa. That can be obtained here once you meet the retirement requirements of 800k in bank 3 months, 65k pension or combination (50 years of age). It will be an extra 2,000 baht step.
