Most other developped countries are already spending more as a percentage of their GDP than the US. They can't do more.

 

Ex. EU institutions plus EU countries were spending more than the US. Now EU countries also have to increase military spending, and are also dealing with the economic consequences of Trump's tariffs. There's no way they can spend more to replace aid from the US.
