The Department of Social Welfare and Development (DSWD) has reiterated its opposition to lowering the minimum age of criminal responsibility, aligning this stance with the commencement of Juvenile Justice and Consciousness Week. This observance began on November 24 and will continue until November 28, 2025. The DSWD, alongside the Juvenile Justice and Welfare Council (JJWC), asserts that reducing the age of criminal responsibility is not an effective solution to criminal activities in the nation.

 

DSWD Assistant Secretary Zabedin Azis emphasized their position, stating that all children deserve a second chance. "Together with the JJWC, the DSWD firmly believes that lowering the minimum age of criminal responsibility is not the solution," Azis declared. He assured that the agency is committed to ensuring that no child is overlooked and that those in conflict with the law or victimized by violence receive opportunities for redemption and hope for a brighter future.

 

Senator Robin Padilla has been actively promoting a bill in the Senate to lower the age of criminal liability from the current 15 years to 10 years for those involved in heinous crimes. However, the DSWD's firm stance reflects a broader debate on balancing juvenile justice with accountability. Critics of the proposed change argue that it may not address the root causes of juvenile delinquency.
