Health care in the US is not free food here is good and if you can afford the education it is better here than the U.S. Thailand is a lot safer than U.S. UK

One thing to take into account is how old are your kids and what visa's are the schools gong to want you to have.

If he is a retired Military he will have Tricare health insurance; if his "girlfriend" is Thai, suggest they marry prior to coming to Thailand, then he can use a marriage visa costing less. If she is not Thai then she too will need a visa.. Still a lot of questions need to be settled...provide more info and you could get better advice such as age of children and are they yours and your girlfriends or not related yet to you? just asking as then responses could be more directed to your situation.
