One of Cambodia’s most notorious scam compounds has abruptly unravelled, with thousands of people seen fleeing #8 Park – also known as Meun Chey Commercial City and Legend Park – in recent days.

Located in Prey Veng Province near the Vietnamese border, the sprawling complex was built around an artificial lake and heavily guarded perimeter. Since late 2023, it had grown into a vast commercial city, complete with supermarkets, restaurants and offices. But behind the façade, investigators and whistleblowers long alleged that the site was a centre for online fraud, trafficking and forced labour.

Reports first surfaced in 2025 when Japanese police linked the compound to scams targeting victims in Japan. Local residents described it bluntly as “a fraud base”, while workers posted on Telegram about unpaid wages, brutal punishments and demands for hefty “compensation” to leave.

Despite a nationwide crackdown on scam sites beginning in January 2026, #8 Park remained largely sealed off. While other compounds opened their gates or were raided, this one continued to operate, even recruiting new workers. That changed on 9 February, when a notice circulated online ordering shops inside to vacate within days. Soon after, images and videos showed buses lined up outside, with crowds leaving by taxi, tuk-tuk or on foot. Observers estimate thousands have now fled.

The compound has been linked to Huione Group, a company already accused of facilitating billions in illicit transactions through its payment platforms. Construction permits list Legend Innovation Co., Ltd., registered at the same address as Huione Insurance. Blockchain analysts have also tied the site to Prince Group, sanctioned by the UK and US for alleged scam connections.

For Cambodia, the collapse of #8 Park marks a dramatic moment in its struggle against cybercrime. While many workers appear to have escaped, questions remain over how many were relocated rather than released – and whether powerful backers behind the compound will face accountability.

The story of #8 Park is emblematic of a wider regional crisis: gleaming developments masking networks of exploitation, and governments under pressure to dismantle them.

What happens next will determine whether this mass exodus is the beginning of real reform, or merely another reshuffle in the shadowy world of online fraud.
