15 Japanese Held in Cambodia Scam Crackdown

Cambodian authorities have detained 15 Japanese nationals in Phnom Penh as part of an intensified campaign against online scam centres, officials confirmed this week.

The Japanese Embassy said it was notified of the arrests on 20 February and has since met with the detainees. “The embassy’s staff have already met with them and confirmed that they are Japanese,” embassy official Junsaku Matsuda told reporters, adding that Tokyo is coordinating closely with Cambodian authorities.

The detentions come amid a sweeping crackdown on cyber‑fraud networks that have damaged Cambodia’s international reputation. Interior Minister Sar Sokha announced that more than 30,000 foreign nationals suspected of involvement in scam operations have been deported since June 2025, while a further 210,000 have left the country voluntarily.

Authorities say over 200 scam compounds have been shut down nationwide, with more than 170 senior figures arrested. A United Nations report estimated that at least 100,000 people were forced to carry out online scams, often under conditions linked to human trafficking and coercion.

Cambodia has set a deadline of April 2026 to dismantle all scam centres, a move seen as vital to restoring public order and rehabilitating the country’s global image. Officials insist the campaign will continue until every compound is closed.

For Japan, the arrests highlight the international reach of these fraud networks, which lure victims worldwide into fake investments and relationships. The embassy has urged respect for Cambodian law while pledging to support its nationals through the legal process.

The crackdown reflects growing regional pressure, with governments across Southeast Asia working to dismantle cybercrime syndicates that have flourished for nearly a decade. Cambodia’s leadership says the goal is clear: to eliminate the “black economy” and rebuild trust in the country’s legitimate industries.
