Russia offered only limited diplomatic reactions after deadly strikes in Iran killed senior leadership, including Supreme Leader Ali Khamenei, according to analysis by The Kyiv Independent. Despite years of military cooperation between Moscow and Tehran, the Kremlin refrained from taking direct military action following the February 28 attacks that targeted hundreds of sites across the country.

The muted response raised questions about the limits of the partnership between Russia and Iran. In recent years, Iran has provided drones and ammunition that Russia has used in its war against Ukraine, while Moscow has supplied weapons and defense technology to Tehran.

Following a 12-day conflict with Israel in the summer of 2025 that reportedly weakened Iran’s air defenses, Tehran reportedly purchased large quantities of Russian military equipment. These included 500 Verba man-portable air defense systems and about 2,500 air defense missiles. Military cooperation between the two nations has been visible through shipments transported by cargo ships and aircraft across the Caspian region.

However, experts say the relationship has always been largely transactional. Analysts note that Russia is heavily focused on its war in Ukraine and has fewer resources available for direct involvement elsewhere. In addition, Russia now produces its own versions of Iranian-designed Shahed drones, reducing its reliance on fresh Iranian supplies.

Researchers also point out that Russian involvement in Iran has largely taken place behind the scenes. Moscow has reportedly helped provide surveillance technology, signals intelligence systems, and electronic warfare capabilities used by Iranian authorities, including tools deployed during domestic protests.

Strategic calculations may also explain Moscow’s restrained response. Some analysts believe Russian President Vladimir Putin may be avoiding escalation while the United States under Donald Trump attempts to negotiate a potential settlement in Ukraine.

Economic factors may also play a role. If Iran returns to global energy markets and begins exporting gas to Europe, it could compete directly with Russian energy supplies. As a result, Moscow’s cautious reaction suggests that while the Russia-Iran partnership is close, it remains limited by national interests.
