A recent building collapse in Angeles City, Pampanga, is fueling calls for urgent legislative action. Surigao del Sur Rep. Romeo Momo Sr. stressed the need for the Philippine Building Act (PBA), which aims to replace outdated regulations and prevent future disasters. The nine-story structure's failure resulted in four deaths and 26 rescues among the 47 people inside.

Currently, the Philippines operates under the 1977 National Building Code, which Momo describes as inadequate for modern safety needs. The proposed PBA seeks to update standards for construction, maintenance, and safety across various building types, addressing issues like structural integrity and zoning requirements. With its approval in the House of Representatives in late 2025, this act is poised to bring comprehensive reform.

Reactions include calls for accountability and compensation from affected parties. Akbayan party-list Rep. Percival Cendaña insists on an independent investigation and demands that involved parties cover expenses for the victims. He emphasized the importance of fulfilling obligations to those impacted by the collapse, calling any neglect a further tragedy.

Looking ahead, the new PBA aims to mitigate risks associated with natural disasters, an increasingly pressing concern highlighted by recent earthquakes in the region. As the bill moves through legislative processes, its enactment promises strengthened resilience against such catastrophic events.
