Russia’s mounting workforce shortage has triggered a startling proposal from a senior official, as Moscow struggles to keep its economy moving under the strain of war, demographic decline and an exodus of young professionals.

While President Vladimir Putin insists Russia’s economy remains resilient, growing concerns from Ukrainian officials and foreign investors suggest the pressure on the labour market is becoming increasingly difficult to ignore.

Children Drawn Into Workforce Debate

Russia’s children’s rights commissioner, Olga Yaroslavskaya, has proposed allowing children as young as 12 to participate in summer labour camps.

The idea would revive a model associated with the Soviet era, combining school holidays with organised work activities. Supporters present the proposal as a practical response to labour shortages. Critics argue it risks normalising child labour and glosses over the coercive history of similar Soviet programmes.

Putin Rejects Economic Collapse Claims

Speaking at the St Petersburg International Economic Forum, Putin dismissed suggestions that Russia’s economy is nearing crisis.

The Russian leader said economic growth remains comparable to parts of the Eurozone and argued that Moscow is successfully developing a “sovereign” economic model capable of withstanding Western pressure and sanctions.

Ukraine Paints a Far Darker Picture

Ukraine’s sanctions commissioner has challenged that narrative, describing Russia’s economic troubles as systemic rather than temporary.

According to Ukrainian estimates, Russian revenues have fallen by 40 per cent year-on-year, while the federal budget deficit has climbed beyond $80 billion. Officials also point to a shrinking trade surplus and increasing fiscal pressure as warning signs that the Kremlin’s economic model is under strain.

Exodus and War Leave Employers Scrambling

The labour shortage is being driven by multiple forces at once. Russia faces a long-term demographic decline, losses linked to the war in Ukraine, and the departure of roughly one million young professionals who left the country to avoid military mobilisation.

That shrinking workforce is increasingly being felt across key sectors, threatening productivity and long-term growth.

Chinese Investors Sound the Alarm

Business leaders from China are now publicly acknowledging the problem. At the St Petersburg forum, Hua Xie of the Union of Chinese Entrepreneurs in Russia warned that a shrinking labour pool is slowing major projects.

The warning is significant because Chinese firms have become increasingly important economic partners for Moscow. Delays to infrastructure and energy developments could deepen concerns that Russia’s workforce crisis is becoming a direct threat to future investment and economic stability.

Russia weighs lowering working age as economy strains
