Assume that you mean from the centre of PP....??...depends on where your are staying...obviously..

Spent a couple of years there and if you are anywhere near Monivong...before called "Acher Mean"..recon on 20 minutes ...done it my...Moto dop, M/C ..bus,P/U ...and ...they now have taxis ...$8

Nice new airport now ...they had a nasty habbit of blowing them up but old Hun Sen seems to keeping the peace....so no real hassle.

I "like" waiting at airports as I've noticed that airplanes don't wait for me, so I always go pretty early.

For PHN, I'd allow 30 minutes and the fare should be the standard $7.  Arrange a taxi the night before to make a pickup in the morning, say NLT 0700 hrs, 0630 even better.
