Thousands of violent offenders to be released early under controversial prison overhaul as critics warn victims will be betrayed

Labour is preparing to release thousands of killers, rapists and violent criminals from prison early under a sweeping sentencing overhaul that opponents say puts public safety at risk and betrays victims.

Under the Government's new prison release programme, offenders serving lengthy jail terms — including those convicted of serious violent and sexual crimes — will be eligible for release after serving just half of their sentences instead of the current two-thirds.

The move is part of Labour's plan to tackle Britain's prison overcrowding crisis, with ministers aiming to free around 6,000 inmates in stages beginning this September.

Prisoners serving sentences of less than 18 months will be released first before the scheme gradually expands to include offenders serving longer terms. Those jailed for more than 12 years are expected to begin qualifying for early release from next June.

Victims warned justice is being stolen

The plans have sparked fierce criticism from opposition politicians and victims' campaigners, who say dangerous criminals will return to the streets years earlier than expected.

Shadow Justice spokesman Dr Kieran Mullan said the proposals would leave victims feeling "justice has been stolen from them."

"We aren't talking about shoplifters or vandals," he said.

"We are talking about paedophiles, rapists and seriously violent criminals. Seeing them walk out of prison years early will horrify victims and the public alike."

Shadow Justice Secretary Nick Timothy branded the scheme "reckless" and accused Labour of insulting victims.

"Killers and rapists, including the evil rape-gang perpetrators, should remain behind bars where they belong," he said.

Serious offenders among those eligible

Under the new system, many violent and sexual offenders will become eligible for release after serving only half of their custodial sentence, provided they meet behaviour requirements while in prison.

For example, someone jailed for 15 years for manslaughter could be released after seven-and-a-half years.

Murderers serving mandatory life sentences will not be covered because they remain subject to minimum tariff requirements before parole consideration.

Meanwhile, some lower-level offenders could leave prison after serving just one-third of their sentence if they demonstrate good behaviour.

Fears of a crime surge

Police leaders and prison officials have warned the mass releases could place huge pressure on probation services while increasing the risk of reoffending.

Tom Wheatley of the Prison Governors' Association acknowledged many victims would be devastated to discover offenders were being freed years ahead of schedule.

"There will inevitably be individual victims who become very upset," he said.

Critics also point to the backlash following Labour's 2024 early-release programme, when some freed prisoners celebrated outside prison gates with champagne before driving away in luxury cars.

Government defends the policy

The Ministry of Justice insists the reforms are necessary after inheriting what it describes as a prison system on the brink of collapse.

A spokesperson said Labour is building 14,000 additional prison places, investing £700 million in probation services, recruiting 1,300 extra probation officers, and introducing electronic tagging for prison leavers unless there is a clear reason not to.

Ministers argue that without the changes, prisons would simply run out of space, preventing convicted offenders from being jailed altogether.

If you are convicted of murder you should never be allowed into the public domain again. For me the death penalty would be appropriate for those that committ murder.

And when those killers and rapists go on to kill and rape again (which at least some will), who from the justice system will be jailed for aiding and abetting the murder or rape?

I don't see where they specify whether anyone who offended while in the country illegally would be released into the UK, or sent back to their own country upon release.

Does anyone know?

When I did a web search, it came up with "50,000 released early" from late 2025 and Jan 2026. I wonder if they're tracking how many of them have re-offended? That would be good info to consider, eh?

I hear El Salvador is still offering to house foreign inmates, and for a very reasonable price.
