Not sure about that. Dealers could still sell if their prices were competitive.

How??? They have to get their drugs illegaly into the country, which will always be more expensive than a government producing the drug within the country. Plus, governments could subsidize production by using the money they previously spend on the war on drugs. I don't wanna know what the annual payroll of just the DEA in the US looks like.
