Mamdani is resorting to politricks to grab headlines. Unless he has the world's most incompetent legal advisors, he already knows it's impossible for the NYPD to arrest Netanyahu. The U.S. is not a party to the Rome Statute and has never consented to the ICC’s authority. ICC warrants mean nothing in the U.S. Moreover, the U.S. enacted a federal law in 2002- the American Service-Members' Protection Act (ASPA)- which forbids U.S. law enforcement at all levels- federal, state and local- from cooperating with the ICC. The law not only protects U.S. citizens from arrest on an ICC warrant, but also protects "covered allied persons (military personnel, elected or appointed officials, and other persons employed by, or working on behalf of, the governments" of a number of countries, including Israel. https://2001-2009.state.gov/t/pm/rls/othr/misc/23425.htm If the NYPD attempted to detain or arrest Netanyahu, that would be a violation of U.S. law. Netanyahu has the protection of the U.S. Secret Service while in the U.S. and its agents would not allow the Israeli PM to be arrested. Mamdani knows this well. That's why he said, "I will follow the laws that we have here in New York." Federal laws apply in New York. Mamdani is trying to enhance his rep among progressives and Israel haters. His talk of arresting BiBi has no substance.
