Thailand and China have agreed to create a new 2+2 security dialogue bringing together their foreign and defence ministers, with transnational crime - including call centre scams, human trafficking and money laundering - high on the agenda.

Deputy Prime Minister and Foreign Minister Sihasak Phuangketkeow announced the agreement in Beijing on 20 July 2026, while accompanying Prime Minister and Interior Minister Anutin Charnvirakul on an official visit to China.

Sihasak spoke after talks with Chinese President Xi Jinping. He said China had offered to host the inaugural meeting of the new ministerial-level mechanism, intended to improve policy coordination and bilateral security cooperation.

Scam networks and cross-border crime

Thailand placed the fight against call centre scam syndicates at the top of discussions, according to Sihasak. Both governments agreed to broaden cooperation between law-enforcement agencies, anti-human-trafficking operations, anti-money-laundering work and intelligence-sharing efforts.

He said more extensive regional cooperation would also be needed, particularly with Myanmar and Cambodia, if authorities are to dismantle criminal networks operating across borders more effectively.

Concerns over grey businesses

Sihasak also raised Thailand's concerns about so-called grey businesses operating in the country and called on China to assist in addressing the problem.

He said the Thai government welcomes only high-quality and sustainable investment, and expects all foreign investors to comply fully with Thai law.

While such businesses represented a small proportion of total Chinese investment in Thailand, illegal activities involving their operators could damage public confidence and affect public sentiment towards China, Sihasak said.

"We want China to take the feelings of the Thai people into consideration," he said, referring to the effect of illegal business activity on public confidence.

A new ministerial channel

The proposed 2+2 format gives Thailand and China a regular senior-level channel covering both foreign-policy and security matters. The first meeting will be hosted by China, although no date for it was announced.

Be careful Thailand. Everything China does is with strategic intent.

Thailand’s new 2+2 security dialogue with China looks less like a crime-fighting pact and more like a major shift toward Beijing.

Bangkok wants help dismantling scam syndicates and "grey businesses". But, as emptypockets has already observed above, the dragon never moves without extracting concessions.

My concern is that China will demand total cooperation in hunting down Chinese dissidents, activists, and refugees hiding in Thailand. That will likely include their swift extradition, completely bypassing international human rights standards.

Also, through this pact China will gain unprecedented institutional access to Thai ministries. It secures massive leverage over extraditions, and opens the door to embed its surveillance tech into Thai law enforcement.

The naming of this dialogue is also highly significant. A 2+2 dialogue is a diplomatic structure usually reserved for close US allies. By adopting it with China, Thailand is

signalling a regional realignment that can only be seen as a pushback against US influence in ASEAN.

Instead of a 2+2, this looks more like a Catch-22!

Any Chinese assistance will be purely transactional. You can be sure that help on scams will require absolute loyalty on Taiwan. It will also demand the protection of Belt and Road assets and it will force deeper integration of Chinese supply chains.

Thailand is asking Beijing to clean up the neighborhood mess. But the cost will be strategic geopolitical alignment. The dragon never hands out favors for free!

Basically, it means co-operation on oppressive security and social restriction, as both countries want itultimately.
