Was actually an American guy whose wife lopped it off for his abusive behavior. He was found not guilty of raping her. The name I recall was Bobbit. Early-mid 90s. The duck bit was added some time later in Thai Visa.

It got sewn back on and he went on to star in a couple of porn films. So that Vietnamese guy stands to make some cash out of this as well.
