Donald Trump’s administration has repaid about $100bn (£78bn) in “Liberation Day” tariff refunds to businesses through US customs officials, according to a recent court filing.

The repayments account for roughly 60% of all tariff revenue collected by the government under the policy, according to the filing from US Customs and Border Protection (CBP).

More money is still outstanding. Nearly $29bn in potential refunds remains under review by trade authorities, while a further $1.6bn is being held up because some importers have not yet provided their banking details.

Court Ruling Clears The Way For Refunds

The CBP repayments follow a Supreme Court decision in February that found broad import tariffs introduced under economic powers were unlawful.

In that ruling, judges said the tariff measures could not be justified under the International Emergency Economic Powers Act (IEEPA), a 1977 law cited by the White House. The act allows the president to “regulate” trade in response to an emergency.

Firms and trade partners had raised concerns that the tariffs imposed abrupt tax rises on shipments entering the US, and that the levies could push up consumer prices.

How Tariffs Move Money And Who Can Claim

Tariffs are taxes applied to goods when they enter a country. They are not paid by foreign governments or overseas exporters, but by domestic businesses and importers at the point of customs clearance.

Because higher tariffs increase costs up front, companies typically seek to recover the extra expense through higher retail prices.

Under US customs law, refunds are available only to importers that directly paid the tariffs. That means any relief for consumers depends on whether and how businesses choose to pass the payments on.

Amazon Repayments And Planned Consumer Relief

Since the Supreme Court decision, several major US corporations have begun claiming refunds.

Amazon received about $600m in refunds during the second quarter, the company’s finance chief Brian Olsavsky said. Speaking on an earnings call, Olsavsky said some of the money would be returned to customers where specific charges were applied. He added that the remaining funds would be used to support lower prices for items sold in Amazon stores.

CBP’s filing said the overall amount expected to be refunded is likely to increase as officials continue reviewing pending claims and importers provide missing banking information.

New Tariffs After The 10% Levy Expired

After the February ruling, Trump introduced a 10% universal tariff as a temporary measure. That tariff expired late last month.

It was replaced by new tariffs covering 60 trading partners, based on claims that key economic partners had failed to properly tackle forced labour. The tariff changes followed a separate move in which Trump imposed a 50% tariff on Canada a few days earlier.

Exactly, what about all the price of imported (with tariffs paid) goods that the average citizen paid the increase due to the tariffs and now the country that paid that tariff gets a refund. Where are the refunds for the average Americans?

A tariff is a tax collected at the border by a government's customs agency when goods are imported. Legally and directly, the domestic importing company pays the tariff to the government, not the foreign country.

No, the American importer pays

The companies who got a payback are actually the winners - in case they raised their prices when the tariffs were introduced.

I doubt that the consumers who paid more will get their money back.

That's interesting too:

American companies and consumers bore the vast majority of the costs, paying between $160 billion and $231 billion in direct tariff costs during the peak of the 2025–2026 trade policy.

Means so far between $60 billion and $131 billion is still in the hands of the treasury...

I know that well we have heard all the stories from the beginning. Yeah the importing company pays for it, and raises the price on the goods for the buying public and my question was how are they going to reimburse the buying public who paid the higher prices. That has been my question the entire time as the FACTS are, the public paid higher prices for the imported goods and if the companies that paid the tariffs and then raised their prices, they should be giving refunds to folks. IMHO

The managers and shareholders of these companies must be over the moon. The consumers, not so much.

Trump made the dimwitted MAGA cult believe that the countries he put the tariffs on were actually going to pay those tariffs.

While everyone with half a brain understood that it was the American companies buying products from those countries that were paying the tariffs.

Most, if not all, of this increase in price has been translated into higher prices for consumers.

So consumers ultimately payed most of the tariffs, and now the companies are getting repaid. How is this fair?

May Trump and the GOP get slaughtered in the midterms and lose their majority in both the House and Senate. What a blessing that would be for the USA, and for the world in general.

Yeah those companies pay to the Treasury and then maybe Trump and company will pay the COMPANIES back but my question was and still is, WHEN WILL THE PERSON BUYING THE ITEMS AT THE INCREASED COSTS GET THEIR MONEY BACK? which IMHO will not happen as the president and his departments will allow the rich owners to hang onto those funds paid back by US taxpayers.

The public wasn't paying the tariff directly, but they were paying the higher prices that companies set to absorb those costs. Now that some of those tariffs are being refunded to the companies, there's no requirement for them to pass those savings on to consumers. They could lower prices, but there's no real incentive to. So while the government might be reimbursing the companies, the average shopper who paid more over time? They’re still out that money. It’s a classic case of cost absorption at the public’s expense, with little guarantee of payback. The public will get their say on this come the next national elections.
