Why is there a problem attaching a photo. The links you have to attach for not allow me to select a file from my device to attach a photo

Select Choose File from the editor, select the photo and provide it's not too big a file then there should be no problem, there are also some format thats are not acceptable: standard JPEG, BMP. WebP, png and gif, etc are generally no problem.

Yes but why is the resolution downgraded so much that a technical drawing or immigration forms become unreadable ? this didn't used to happen its a recent-ish thing.

You click on "select files to upload", not on the icons to the right.

When I attempt to select a file ot shows me a previous photo uploaded and there is no option to chose a photo from my device

Then you are clearly doing something wrong on your device. User error

Depends entirely on the size of the file and its format.

A screenshot would help, then we can tell you what you're doing wrong.

See the red circle, see where it says “Select files to upload…” now hit the words in the “Select files to upload…”
