Moscow authorities admitted that they cannot protect the capital's oil refineries from Ukrainian strikes. Officials also predicted a wave of bankruptcies due to attacks on Wildberries, reports Agentstvo.News.

Moscow cannot protect oil refineries

The Black8Mirror hacker group published what it claims are screenshots and documents from correspondence involving one of the officials. This is Moscow deputy mayor for regional security and information policy Alexander Gorbenko, the Telegram channel writes.

Gorbenko's subordinate writes that the authorities will not be able to fully shut down the city's oil refineries.

The correspondence also contains a document about possible growth in bankruptcies due to strikes on Wildberries.

The contact sent a document titled "Justification for the Creation of a Mini Oil Refinery in the Moscow Region+.pdf." The hackers did not publish its contents.

A similar idea was previously discussed at a meeting between Russian leader Vladimir Putin and the government on July 8.

What is happening with Wildberries warehouses

The hackers also published a report on the consequences of Ukrainian drone strikes on Wildberries warehouses. Gorbenko's same contact sent this document on July 29, the Telegram channel writes.

The destruction of Wildberries warehouses is described as a blow to the entire Russian economy.

By the end of 2026, the following is expected:

・Increase in the number of bankruptcies among small and medium-sized businesses,

・Increase in unemployment and the share of non-performing loans,

・Reduction in tax revenues.

Moscow officials cynically describe the UAV strikes as an attempt to destabilize the situation and increase social tensions ahead of the upcoming elections in September.

Ukrainian drone strikes on Russian oil refineries caused a large-scale fuel crisis in Russia, forcing logistics companies to reduce transportation routes and rapidly increase tariffs.
