Not really, you can buy the most used master keys on ebay.

The reason for using a TSA approved lock is because -- if they want to enter your bag for inspection and it is locked otherwise =-- your lock will be broken as above and your bag will travel the rest of its journey with NO lock.

That's one benefit. The other benefit is you have the TSA lock that shows it has been opened by a TSA master key. At your arrival destination, you check the lock, then inform customers someone has been into your luggage and you check it together, so if there are drugs inside, you are covered.
