It will create the installation media for you and allow to set the conditions. e.g. To remove the need for a Microsoft account in so you can continue with a local account. You can use the media to run an upgrade install if you don't wish to do a clean install, by simply plugging in the installation media and running Setup.exe and running an in-place upgrade. No need to boot from it.

Once complete, you can use something like https://www.oo-software.com/en/shutup10 to disable the tracking and telemetry or continue to follow the video guide.
