If you're in Laos when you apply, you do need to go to the embassy in Vientiane or the consulate in Savannakhet to pay. If you're in any other country when you apply, you pay online. That includes other nearby countries like Cambodia and Vietnam.

There's no 30-day extension available for an entry on a Non-O visa. You either apply for a 1 year extension or leave within 90 days.
