The routes were relatively safe to those who paid the Houthis and Iranians off. What do you think Qatar was doing all these years? The attacks on shipping started in 2014, long before the US- Iran conflict. Houthis were attacking UAE and Saudi vessels. Fishing vessels were not able to go anywhere near the Yemen coast, even if in international waters. The only reason the attacks did not expand was because the UAE and Saudi Arabai warned Iran that they would retaliate against Yemen's puppet master. The world did not really care at the time, but a slow fuse was set.

The world took notice when the attacks on international shipping started in 2023. 40+ vessels were attacked. Those attacks ended once Israel launched a few missiles into Houti HQ, and the USA set some of their own too.

The Houthis have been locked in a civil war with the legitimate recognized government of Yemen. The Houthis are a proxy army of Iran.
