Quite a few countries find it necessary to have a special envoy or equivalent official to keep a eye on antisemitism. The leaders and people of these countries recall what happened when antisemitism was allowed free rein in Europe in the 1930s and 40s. Jews are NOT collectively responsible for the horrors of the Russian Revolution and Stalinist era any more than Christians are collectively responsible for the murder of millions of Jews and non-Jews in the Nazi-led Holocaust.

Nor were the followers of Shinto or Buddhism collectively responsible for the murder of millions of civilians in Asia by the WWII Japanese military. Muslims today aren't responsible for what was history's greatest genocide, the slaughter of tens of millions of Hindus during the conquest of India.

Some Russians with Jewish ancestry were indeed responsible for the deaths of millions of their countrymen, but they were acting as Bolsheviks and Soviet officials, not on behalf of Jews and Judaism. In fact, thousands and thousands of Jews were purged and killed in the Russian Revolution and under the Soviet governments of Stalin
