Since Nazi salutes are connected to murder and mistreatment historically.

It may also suggest you are in a gang and that you have fellow gang members willing to back you up around the alley....

Yes, but who is entitled to define what is undesirable behaviour? The PM? If so than it would be based on his personal perception. Is this a sensitive issue to him?

Ironically, a few months ago some Brits I think attacked a German guy in a bar for being "a Nazi".
