Report Vietnam Launches Digital Identity Campaign for Foreign Nationals
Picture courtesy of Asia News Network To improve the experience of foreigners residing, working, or studying in Vietnam, the Ministry of Public Security has initiated a 50-day campaign to issue Level-2 digital identity accounts. This campaign runs from July 1 to August 19, 2025, targeting foreign nationals with permanent or temporary residence cards in the country. As Vietnam continues to integrate globally, there is a rising demand for efficient, transparent, and secure administrative procedures for foreigners. The introduction of digital identity accounts aims to streamline these processes, allowing foreigners to complete tasks online, reducing paperwork and in-person visits, while ensuring authenticity and safeguarding their rights. These digital accounts provide access to numerous utilities, such as verifying information for banking, registering rentals, using public services, and storing electronic residency documents via the VNeID app available on major mobile platforms. For the government, creating unified digital profiles for foreign nationals enhances identity verification, residency management, and law enforcement. This initiative supports state management while offering a user-friendly experience for foreigners. The campaign is led by the Immigration Department and the Department of Administrative Management of Social Order. Key data requirements include personal information, passport details, residence cards, and biometric data. Steps for Registration: Visit an Immigration Management Office: Foreign nationals must visit the Ministry of Public Security's immigration office to initiate the process. Submit Documentation: Present a passport or valid travel document, and complete the Digital Identity Account Registration Form (Form TK01), including a verified mobile number and email. Data Entry and Verification: Officers input data into the system, capture facial images and fingerprints, and verify these against the national database, confirming consent for registration. Account Creation Request: Authorities submit the registration request to the electronic identity management agency. Receive Registration Results: Notifications are sent via the VNeID app, mobile number, or email. Application Process: Applicants must appear in person to present necessary documents, including a verified mobile number and completed registration form. Processing time is three working days if biometrics exist in the database, or seven days if not. The service is fee-free. For foreigners under 14 or those with legal representatives, a guardian must accompany them, using a verified mobile number to register on their behalf. Despite potential challenges, strong leadership and inter-agency support aim to enhance state management, protect foreigners' rights, and promote a safe, transparent digital environment in Vietnam. This initiative aligns with Vietnam’s administrative reform and digital transformation goals, facilitating a welcoming and efficient environment for international residents.
