Change From Tourist Visa To Student Visa

Hi all.. I'm holding Singapore passport, currently on the exampted 30 days tourist visa in Thailand, I do intend to further my studies here. I've been to ABAC, showed them my passport n supporting education documents, the officer from the school told me that I'll be able to obtain a letter of acceptance from the school after i pay a deposit of 1000 USD, n after getting the letter I have to travel back to Singapore to obtain my student visa through the RoyalThai Embassy in Singapore.

My question is can I change my tourist visa to student visa anywhere in Bangkok? Or must i travel back to Singapore to do this? And oso I've just passed 21, do i need a guardian in Thai?

any help will be appreciated. thanks ^^

If the school told you that I suspect it is true. Although one top school may be able to obtain locally it does not seem to be available for most. Have no knowledge about guardians.
