I believe it is for regular "tobacco". A lot of people in Northern Europe (Norway, Sweden, Denmark, Holland, etc), and parts of USA and Canada like to smoke their own rolled ones. Plus the tabacco makers include some in their packs (drum, golden virginia...), but I personnaly found them too thick. When I smoked, anyways . . .
