Does a single enrty re-entry permit expire and is it safe to apply for it at the airport or would I be taking a risk?

It is used when you use it - one entry. The date of expiration will always be the same as your current permitted to stay stamp so if you do not use it by that time - yes it expires.

You can only obtain after checking in for your flight so allow extra time. If you can it is best to obtain from an immigration office early where time is not a factor. Be sure to have photos available.
