She can take the plane from Pattaya/U Tapao airport to Koh Samui, just 20-30 minutes from Pattaya to the airport,

Why not? make her get across to Pattaya , Thai airways also fly to Koh Samui from BKK if she doesn't agree with your plan

Since when? BKK Air let someone break their monopolly (the airport is BKK Air's property)?

It already had almost 30 flights a day, more likely Thai Airways is codesharing and feeding even more passengers to BKK Air.

As of today, I believe, Thai Airways is adding flights to Samui, mostly from connecting passengers from Europe. But Thai has to pay BKK Airways for landing rights
