I am looking for a rotavator to plough up the new garden and start from scratch. Anyone know where I can hire one of these machines preferably with someone to do the grunt work.

Do you have enough space to get a tractor with a tiller on the back in or are you looking for a two wheeled walk behind tiller? Probably best to look around the nearby villages if there are any and ask because the farmers use those regularly. If it is a tractor there may be one that services several villages.
