Establishing a foreign-manged foundation (eligible to sponsor employment for foreigners) in Thailand is the single most difficult government process that exists. It is an order of magnitude more difficult that applying for Thai citizenship. Effectively, it pretty much requires at least Foreign Minister-level contacts to initiate - if not Head of State sponsorship - in relation to the home country of the foundation proponents.

You are probably talking years, and millions of baht to process.
