What happens if a Thai who is a holder of a health card gets sick and has to stay in a public hospital? Is he/she able to receive any care needed, even surgery if necessary, all expenses paid for, without paying any extra charges? Can they pay extra money to get better care if they have the money available?

What if they don't have a medical card or insurance coverage at all?
