I remember reading in this forum about a year ago that foreigners can buy a condo unit only directly from the developer. Is this still the rule?

IIRC purchase direct from a developer (ie new) was a requirement for the (now defunct) investment visa.

Suggest you meet the seller at the land office and make the money exchange and Chanote exchange simultaneously. Don't pay now and get Chanote later. Like everything in Thailand it is slow at the land office but a few hundred baht to whoever is doing it will speed up the process.
