If I understand things correct the ruling party has to give permission to the monority party to debate.

No coming from Parlimentary politcal sysstem is this the norm?

I know the Brits go at it toothe and nail, do they have ask for permisssion to do so?

The other thing I'm really confused about here what is the role of the congress?

I'm making no statement one way or another if it's good or bad, just don't understand

We get the chance to debate in Euroland and even have referendums to vote on the EU constitution, such as the Irish vote on the Lisbon Treaty a reworded document of the original EU constitution that has already been rejected by the French and Dutch

But should we vote against how the elite wish the vote to go they will still proceed with there EVIL plan whether the proles like it or not.

Well personally I'm really not into to debate much, but watching them on here certianly seems to bring out a lot of ideas, A bit of mud slinging as well.

We have this wonderful mechanism called a filabuster basicaly one party just keeps talking so nothing gets done. I think before a motion is brought is up there are lots of meetings beforehand so every at least can protend to be on the same page. Things seem to be scheduled on a agenda. I believe the topic has to have enough supprt to be brough to the floor. Maybe that is waht they really are talking about.
