The full context, according to Wikipedia, is: Churchill was advocating for the use of lachrymatory gas (tear gas), not lethal chemical weapons like mustard gas or chlorine. He wrote in the same document that the gas would "cause great inconvenience and would spread a lively terror and yet would leave no serious permanent effects on most of those affected". Not good either way. What a savage species we are, right up to the present day.
