For foreigners to obtain a work permit, the employment status will be working for their own registered company or for another registered company, ie, you are paid by your company, not ours. So foreigners do need to have access to such an arrangement in order to work legally.

As from August 23rd 2008, all hotels and internet cafes that offer internet access must log all usage by their customers. The fine for not installing logging software is up to 500,000 baht.
