I'm planning to get my mom a long-term visa (e.g. one year). According to thai visa:

Requirements are:

1. Application Form T.M. 7.

2. A copy of passport or substitute document.

3. One 4*6 cm. Photo.

4. Marriage certificate.

5. 500 baht fee.

6. Birth certificate (if any). & current medical original certificate ( any Thai clinic will do for 30-50 baht).

7. Evidence to identify that the supporter or the one being supported has a Thai nationality or has residence in Thailand.

8. If an alien is the supporter, he must submit financial evidence, proof of employment, work permit and tax receipts.

Since only SUPPORTER is mentioned, does that mean that anyone, as long as he/she can comply with requirement no. 7 & 8, he/she can be the supporter? Does that also mean that the relationship between the supporter and visa applicant is irrelevant under this circumstances?

Please include the complete information as you do not have a current requirement listed (fee is not 500 baht for any extension of stay these days) and you did not include the class title that should appear above the listed requirements. It would also be good to include a link to this so people can check.

Following is current information from Division 3 for children to sponsor parents:

(a father/mother who is an alien)

Application for further stay for an alien father or mother to receive support from children

1. A child who is Thai citizen

1. Immigration form 7

2. Copy of passport

3. A 4 cm. x 6 cm. photograph

4. A 1,900 bath application fee

5. Evidence indication the parental status; birth certificate of the child, or marriage certificate of parents

6. A record of interviewing the application and his/her children

7. Financial evidence showing financial status, career, income of the children or upporter/sponsor

8. The officials reserve the rights to examine or ask for additional documents if necessary

2. A child who is a permanent resident in Royal Thailand

1. Immigration form 7

2. Copy of passport

3. A 4 cm. x 6 cm. photograph

4. A 1,900 bath fee

5. Evidence indicating the parental status or marriage certificate of parents, or birth certificate of the child

6. Evidence of being a permanent resident an alien Identification card, permanent residence certificate, a copy of passport

7. A record of the interview of the applicant and his/her child

8. Evidence showing financial status, occupation, and income of the child including related documents

9. The officials reserve the rights to examine or ask for additional documents if necessary

It should be under non-immigrant visa, class "O".

by the way, I'm neither thai citizen nor PR, do I fall under Division 3?

There is no long term visa that allows a stay of one year - there is a long stay O-A issued for retirement but that is not what you are talking about. There is a multi entry non-immigrant O visa that is valid for one year but requires border crossings every 90 days (it is designed for visits of 90 days or less) and your mother might be able to obtain that. You country and circumstances are not known but in USA most honorary Consulates would probably issued on her word or your word with copy of marriage certificate. Other places may have other requirements.

As for extension of stay (TM.7) do not see any class this would fall under but suggest you read the below link and the link to "extension of non-=immigrant visa" on this page. I would suggest you talk with immigration office and outline your case.
