Neither Thai people nor farrangs need a passport to fly domestically. Thats will nealry always use their ID card, a farrang can use a photocopy of passport or some other ID such as driving license or work permit.

Any photo ID will work on domestic flights. From my experience they hardly glance at it, even when it is an ID that they wouldn't be familiar with.

Perhaps the "fools" who are unlucky enough to have their passport lost or stolen? Or who have left it in Immigration while it gets a new visa inserted? Luckily such people can still fly within Thailand if they have to.
