I know it's normal that after a few hours of Wifi, the wifi gets cut off then you get an "error page" on your browser and check your wifi connection and see that's it's been cut, and you then need to restart to re-acquire your wifi signal.

But for like the past 2 or 3 days, it's as if my browser "hangs" after about 30 min. (but not exactly), meaning the page won't load, but then I also don't get an error page either. The page simply won't load... and my downstream/upstream indicator (via a separate program, ZoneAlarm) indicates that there's no flow of bandwidth. I check my "connect" window and it says I'm still connected though.

However, if I restart the PC, I get connected to the Wifi again immediately and easily and it's good for another 30min to an hour.

This happens on BOTH Firefox and Explorer.

Something on my Wifi provider's Login page says "System under testing. Sorry for the Inconvenience".

Does that have anything to do with this problem? If so, then why does it work fine again for 30 min. right after I restart the PC?

Test with another wifi point or ethernet connection to be sure, but I would bet its a provider problem. And good luck with that, as they say here.
