We stayed at Viangbua Mansion just north of the city. While they do daily room rental, they're popular with long-stay tourists, too. They have a small exercise facility with treadmill, exercise bike, full set of handweights and a bench. They have some sort of universal gym thing for upper body exercise, too. There's also a stair climber or ellipitical machine. No swimming pool. There's good aircon in the exercise room.

We saw no evidence of gym staff during our November stay, but the room was clean and well-maintained. During previous stays, I enjoyed working with their exercise room staffer. While he didn't speak a word of English, it was evident he was qualified as a personal trainer. He really helped me with my weight lifting techniques, all at no additional charge.
