Hello. Me and my friend are on a tour which ends in Chaing Mai on 9th May. We get a 15 day on entry visa but are staying for 19 days, 4 days more. Is it a complete neccesity to go to the trouble of getting the 30 day visa? and does that have to be outside of thailand? (we'd have to spend 5 days in delhi to do so) Or is it possible to extend your visa by a few days within the country?

I believe that there is a 500 baht penalty per day per person for overstaying your visa expiration date. You may be lucky upon exiting buy it is like Russian roulette.

Yes. Get a Tourist Visa while they are free or do a border run and get another 15 days. Immigration in Chiang Mai may give you a 7 day extension for a fee of 1,900 Baht if you can show a flight ticket out of Thailand within that time.

You arriving from Laos? Going to be in Vientiane for 2-3 days? Get a Thai tourist visa there in two days, turn in application in the morning, pick up the next afternoon. But, do so early in the morning.

Alternatively, get a 7-day extension from Thai Immigration in C. Mai for baht 1,900.

Note that baht 1,900 is cheaper than the baht 2,000 you'd have to pay at departure, plus you won't get an OVERSTAY stamp in your passport, PLUS you don't take the risk of being caught in an overstay situation, being arrested and tossed in jail for a few days before your court hearing.

Anyway, other than that, have fun on your trip.

Or perhaps plan your trip to travel via Mae Sai while in Thailand, do a land-border crossing for an hour to Tachileik costing 500B (Burmese side), and return to continue your journey for up to 15 days ? This should be no real problem/hassle, if you're already planning to visit Chiang Rai/Mae Salong, on your trip.
