Hello,

Before traveling here to Thailand, I received a two-entry tourist visa in my passport from the US. Do I need to cross the border to re-enter or can I just stay since it allows me another 60-days after the first one expires?

You must cross the border and re-enter to activate your second stay. Note: Each stay can be extended by 30 days at immigration. So you can get a maximum stay of 60+30 days plus 60+30 days.

To get the extension, would I need to go to Bangkok or cross the border? Im sure there is a fee. Would it be the 1900 baht fee?

You get the extension at the Suan Plu Immigration Office in Bangkok. Here's a link :Immigration Bureau

But if you extend for 30 days and your visa is only valid for 3 months from date of entry (check it) be sure you make your next exit/entry before the visa expiration date (not your new permitted to stay until date) if it is earlier.
