Does my Thai GF need any passport photos to enter Laos for a few days---she has her ID card and a Thai Passport. also thai consulate website says they are open June 1--but it is a Laos holiday (childrens day) any chance they will close the consulate for that Laos holiday?

Your GF will not need anything but her passport and will get a 30 day entry for free.

All you can go by is the Holiday schedule on the embassy website.

It could be that the Lao holiday is not a public one and goverment offices will be open.
