Lite Beer
It does appear that some Immigration Offices are no longer issuing Resident Certificates. Another option is your Embassy.
ubonjoe
The list you gave sounds like the requirements to get a yellow house book not a certificate of residence. Of course if you got that you would never again need a certificate of residence.

Worth the time investment and gets you 'into the system' so to speak, with your own ID number etc. think of it as a perpetual residence certificate, the one which keeps on giving Edited June 25, 2009 by samran
Lite Beer
Those requirements look a bit light to me for a Yellow Tabbien Baan. When I asked in Khon Kaen they said I needed a letter from Immigration and a letter from the UK Embassy plus a few other things. As we all know it will depend on where you apply. TerryLH
A third option for proof of residence, at least in Khon Kaen last Dec, is a Work Permit.
Texpat
Some very rural tessabans refuse to issue yellow books. Catch 22 -- again.
samran
Some very rural tessabans refuse to issue yellow books. Catch 22 -- again. 'move' somewhere where they are more friendly, and you know someone who is happy to let you 'move' in?
Spiritfish
I already have a bankaccount here in Thailand from Krungsri. I would like to buy a motorbike now. Is it possible to use a bill or statment from the bank(Krungsri) as proof of adress to the immigration office in phuket town? Need to get this today when I go for 90 day reporting, but if I have to get the owner to come with me then I'll just get extorted by the British Embassy instead. Also, how many copies do I need to renew an expired driving license, one or two? Edited August 20, 2009 by konangrit
ubonjoe
Any proof of address should work with immigration if they will do the certificate. Edit: Bangkok immigration will not require all those things. That was to get a yellow house book. But it can take a couple of weeks to get it.
