The vine is an Aristlochia. It might be the Aristolochia ringens. It is comonly know as the rooster tail plant. The one I saw was in Pai. The owner called it his fried chicken plant.

Dutchman's pipe is, i think, the colloquial name.

If your neighbor is Thai Al, then fried chicken plant may be a direct translation from the Thai.
