Depends where this non-Thai citizen is from. Many countries (citizens) don't need a visa for Spain, others do.

Home-country citizens need visa for all purpose (tourist, business, etc.)

If legally resident then there is no problem; simply apply at the Spanish embassy.

60 days tourist visa. Is it Ok? Or it should be work permit or something like that?

I think that if one is applying in a country in which one is a non resident then one must have at least 3 months left on one's visa for that country.

If this is correct, then the answer is no.

Maybe you should check with the Spanish embassy.
